Q: We're having a civil ceremony at the courthouse and then lunch with a few friends. Can we register for gifts?

A: You could, but most family and friends who aren't invited to your wedding won't be inclined to mark the moment with a present, so registering might be setting yourselves up for disappointment. If you suspect that some people (your parents' friends, for example) will want to give you a gift anyway, register for a few moderately priced items (candlesticks, picture frames) at a convenient location, and mention it only if someone asks for information.
