Your bridesmaids are usually the ones who plan your main wedding shower, but your mother, other friends, relatives, or future mother-in-law may also want to throw a pre-wedding celebration for you. Since I'm going to be having three wedding showers, would it be all right to ask that my bridesmaids be invited to only one?
The girls in your wedding party are asked to celebrate with you at all pre-wedding events, so they should be invited to all three bridal showers. The only type of shower they shouldn't expect to be invited to is one thrown by your coworkers, especially if it's held at the workplace. Whatever budget or headcount restrictions that may be in place for the events they aren't planning should be relaxed to accommodate them. They are essentially your ladies in waiting, after all! However, they are not required to attend each of your showers and they may end up declining to do so. If they do make it to all three, it is not necessary for them to buy or bring a present each time. (Make sure your friends are aware of this before they receive the invites.) Remind them that they can kick back and relax as guests during the celebrations that they are not hosting! After all, who wouldn't want to toast and open presents with their favorite bride-to-be?
