This isn't a job for your parents but for your fiancé. He should talk to his mom and dad when they're alone. He can explain that the two of you are trying to come up with a wedding budget and wondered if they were planning to contribute anything, and if so, how much. It may be that they're assuming you are sticking to tradition and your family is covering all the ceremony and reception expenses, while they pick up the rehearsal dinner. Your fiancé should broach the subject with tact and diplomacy. If his parents can't or won't contribute, think about how you might adjust your original plan.
