Can't afford to throw a shower

Ladies,
I'm not much on big bridal showers and I think that if anyone wanted to throw one for me, I'd be grateful for WHATEVER they did, whether it was a backyard BBQ, hall, knights of columbus or whatever, so I'm not looking for anything drastic. My MOH is my only attendant and she's got some financial constraints, which I am fine with and understand. My FMIL is very used to over the top deals and my mom is the type that is like just tell her where and when to show up and she'll be there.
My FMIL is beginning to ask about who is doing what with my shower. I really have NO idea. I don't know who the heck is traditionally the one who hosts the shower but I do know that my MOH can't pay for much of it. I've told my FMIL that my MOH can't afford the type of affair that she is used to so don't even look for it. How do I get all of these women together? Who pays? How does this stuff work? HEEEEELLLPPPP Eek
