Any low-budget venue suggestions for the Baltimore area?

I live in Middle River, in Baltimore County, and my parents have recently backed out of supporting out wedding, which was supposed to be October of this year.

So, we will have to come up with plans of our own, on an almost non-existant budget, since neither of us use credit cards anymore.

We will likely have a courthouse marriage, with only our very closest family and friends, and then invite everyone to the reception. So I need suggestions on where to have the reception that will be free or very inexpensive, and will let us provide our own food.
