Focus on fit.
A jacket's too tight if the fabric pulls across the buttons or the biceps. If you can pinch the extra fabric along the waist, it's too loose.
Look inside for quality.
A "canvassed" suit will have an interior layer of canvas or horsehair, ensuring that it will hold its shape better than a flimsier fused one.
